The Clinical Counsellor works in a capacity building (Hub) setting and is a valuable partner to all communities of the Vancouver Island Region of the First Nations Health Authority. The role provides advanced level expertise in community-based clinical services specific to mental health and wellness with communities from across the Vancouver Island Region. As a valued part of the Hub based teamlet, this position provides mental wellness consultation services for communities, health staff, and the mobile outreach team. The Clinical Counsellor practices from an Indigenous worldview that recognizes and respects the values, beliefs and customs of individuals, families and communities as well as adhering to best practices current to the field. This role, as part of the Hub based capacity building teams, brings a culturally safe mental health perspective the consultation, program development and implementation through working closely with other team members of the Hub team.
Principal Duties and Responsibilities
1. Provides mental health, wellness and counselling support and intervention to communities and, as required, the Outreach mobile team in the event of a community based critical incident
2. Works within the inter-disciplinary, capacity building hub teams towards developing and/or planning relevant, evidence-based programs and trainings for communities and related health staff and partners;
3. Collaborates with community health staff, Traditional Healers, families, and community resources as needed
4. Provides clinical assessments and screenings as needed upon discovery of the presence of suicide risk and mental health related issues
5. Provides referrals to external agencies, internal services, Traditional Healers and other culturally relevant resources
6. Provides consultation, education and information to individuals, families, community and caregivers about mental wellness
7. Evaluates treatment outcomes to ensure effectiveness of services through continuous follow-up plans and actions
8. Communicates regularly with the Mental Health and Wellness Advisor- VI Region, regarding community incidents
9. Collaborates with First Nation Health leaders to identify and address gaps, barriers and challenges of service delivery and offer solutions
10. Develops, recommends and implements practices and procedures to improve quality access to mental wellness counselling to community and provides advocacy to address barriers of services.
11. Consults regularly with Project Manager, Clinical Supervision resources and Family Group Team (Hub) regarding incidents statuses, clinical or community based risk factors not otherwise addressed, and any capacity building needs determined during the incident coordination
12. Works to infuse Cultural ceremony, tradition and customs into and around related duties where appropriate and as needed
13. Collaborates with Project Manager, Mental Health and Wellness Advisor, First Nations Leadership, and Health Leads regarding systemic challenges and barriers
14. Ensures client/family/community confidentiality and privacy in accordance with professional regulatory guidelines and following standards of practice and legal requirements
* A Master’s degree in Psychology, Counselling, or related professional qualifications with a specialization in mental health
* Up to date registration and in good standing with professional regulatory body (i.e. BC Association of Clinical Counsellors)
* Advanced training in threat/risk assessment and/or trauma response an asset
* Workshop and/or curriculum development experience an asset
* Current valid Class 5 B.C. driver’s license and willingness to submit a drivers abstract
* 5 to 7 years of experience working with complex social systems or an equivalent combination of experience and education
* Experience working with First Nations people and communities
