    Description :

    The Director is responsible for the strategic leadership to operationalize Primary Health Care to advance First Nations health and wellness in BC. The Director engages all stakeholders to facilitate changes necessary to the success of primary care projects, including but not limited to eHealth and JPB investments. Responsible for setting the direction, coordination, facilitation and sustainability of fully integrated primary health care services within the regions, enabled by eHealth programs and services. The Director works to identify relevant infrastructure, providers, and community resources in each designated area.

    The Director collaboratively works with physicians, allied health providers, to integrate the key attributes of PHC as it evolves in BC. Provides advice and expertise to the FNHA and Regional Executive Directors in support of the development and operations of primary health care and strategic initiatives for a sustainable delivery model supporting First Nations health and wellness. Engages, collaborates, represents, and advises on integrated primary health care services and related key initiatives at the federal, provincial and regional levels and with internal and external stakeholders.

    Principal Duties and Responsibilities

    1. Provides strategic leadership, direction and collaborative efforts regarding the design, development and delivery of primary health care service models and projects fully integrated with eHealth and JPB investments
    2. Provides professional advice, expertise and advisory services in support of planning, development, restructuring, management and evaluation of integrated primary health care, including associated eHealth and JPB investments, services and programs for BC First Nations, FNHA professionals staff, Regional Executive Directors, and in collaboration with other FNHA teams and provincial health system partners
    3. Undertakes portfolio management for the design, development & implementation of a project plan for end-to-end integration, oversight of budget, contracts related to primary care models including integration with JPB and eHealth investments
    4. Works with partners internally and externally to resolve barriers to implementation of fully integrated primary health care service models projects (including but not limited to JPB and eHealth investments)
    5. Provides strategic program consultation and expertise to the FNHA to support program development/alignment and strategic planning and policy
    6. Acts as the FNHA advisor and subject matter lead on integrated primary health care models
    7. Builds and maintains effective, culturally safe and respectful relationships within FNHA and with First Nations leadership and communities, the FNHC, the FNHDA and health system partners provincially, nationally and internationally
    8. Establishes and maintains academic, professional and inter-governmental networks to develop and evaluate services and program development and establish key program and service alignment and linkages
    9. Leads the development of the annual and long-range business plan and strategy for integrated primary health care services integrated with eHealth under the Community Health and Wellness Services department and in support of other FNHA departments
    10. Manages financial resources for the team in alignment with FNHA financial policy and practice
    11. Leads a team in a wellness based organizational environment and including all areas of HR management including but not limited to job descriptions, resourcing, learning and development and performance management
    12. Performs other related duties as assigned

    Education
    * A University degree in a relevant field or an acceptable combination of education, training and experience

    Experience
    * Significant, recent and relevant experience at a management level in primary care (usually acquired over a period of 5-8 years)
    * Experience working with First Nations at political and community levels in the areas of primary health care
    * Experience in the provision of indigenous eHealth and health/wellness services and programs
    * Experience in developing and implementing strategic plans, health services and programs delivered at the health service or aggregate level
    * Experience providing leadership to teams
